FEPI’s second annual conference – Nursing Regulation: A Political Force for Patient Protection in an Enlarging Europe, held in Rome from 11 to 13 May 2006, provided a forum for discussion on the present and future developments on nursing regulation, patient safety and public protection in Europe, as well as the occasion to inform the healthcare community on the achievements and ongoing work developed by FEPI during its second year of activity.

This event brought together regulatory bodies from 16 European and North American countries, experts in nursing regulation, representatives from the European Parliament, the European Commission, the European Social Observatory - OSE, as well as the International Council of Nurses and the European Council of the Liberal Professions.

The presentations from the European Commission representatives – Mrs. An Baeyens and Mr. Ramunas Kuncaitis - highlighted not only the current opportunities and challenges that EC Directives provide for the Health Professions – namely the recently approved Directive on the Recognition of Professional Qualifications – but also the importance of education and life long learning in the context of a further integrated and enlarged European Union. The controversial directive on services in the internal market and its possible repercussions on healthcare (currently excluded of its scope) were also clearly explained and discussed following the presentation of Mrs. Rita Baeten from the OSE.

Another important aspect of this event was the international perspective ensured by the presentation of Mrs. Kathy Apple from the National Council of State Boards of Nursing of the United States of America , whose experience and leadership in regulation brought a very valuable and encouraging contribution to the conference.

On the second day of the conference FEPI members, representing today 8 European countries: Italy, Spain, Ireland, Croatia, Romania, Poland, Greece and the UK, presented case studies focusing mainly on the standards for nursing practice and nurse education as well as their fitness to practice and discipline procedures.

The conference offered a space for debate on commonalities and differences regarding nursing regulation in Europe, nursing standards and competencies as well as ethical and deontological codes for nursing by the means of 4 workshops where a SWOT analysis of these matters identified and brought to the fore some core issues and ways to deal with them.

FEPI President Annalisa Silvestro closed the conference by identifying a Road map for Nursing regulation in Europe mainly focusing on:

  • The need to have common data and indicators for effective advocacy for nursing regulation;
  • The need for a common glossary and understanding of common terminology;
  • The need for common understanding of codes of conduct with the view of drafting a European code of conduct;
