1. The background rationale for the establishment of the Working Group
The FEPI Working Group on Nursing Education, Training and Competences (WG ETC) has been set up following participant recommendations made during FEPI 2 nd Annual Conference in Rome held in May 2006. It wishes to follow the role of the Advisory Committee (which is now abolished) at the Nursing Education level.
Due to the fact that the Nursing Directive is 30 years old in 2007, the ETC WG appears at a strategic moment for nursing regulation at the European level: the implementation of the EC directive on mutual recognition of professional qualifications, the consolidation of the Bologna process and the forthcoming EC LLP (Life Long Learning Programme). All the above processes are of major concern to European nursing regulators.
2. Aims of the FEPI WG ETC
2.1 The WG ETC seeks to provide guidance and exchange of good practice among nursing regulators and competent authorities in the field of nursing education, training and competences. In this sense, it participates to the fulfillment of the overall objective of FEPI - The promotion of patient safety and public protection across Europe.
2.2 The WG ETC also aims at using the data collected for effective advocacy and constructive dialogue with the European Institutions, national governments and any relevant international organisations.
2.3 The WG ETC will disseminate any of its work to other regulators across Europe, to competent authorities and Ministries of Education in EU member states and beyond and to other nursing organisations at European and international level.
3. The fields of WG ETC
The fields that will be of major concern to the work of the group are: Nursing Education, Training and Competences and the implementation of the EC Directive on the Recognition of Professional Qualifications.
4. The relationship between
ETC WG and FEPI Executive Board
The role of the ETC WG is to provide a European platform for effective dialogue among regulators/competent authorities for nursing on issues regarding education, training and competences. Any decisions, positions and recommendations that the WG will be issuing will be communicated to FEPI Executive Board. It will be up to the Executive Board of FEPI to take action and follow decision making procedures.
